I think you can't always go on the style of the head with these. For example, have a look here - these are all third coinage halfpennies of Edward III, but look at how many different types of bust there are:

I suppose they were using old dies and some were being struck abroad, where the legend had to have different content to show the different kingdoms and shifting political picture of the times.

It amazes me that the coin using public even knew what they were using to buy their groceries and whether they were getting the right change from traders.

They must have spent hours every evening checking their coinage, just to check they had the right kings name. No wonder they clipped and deformed the coins,
