Good luck Ian,i hope ya not waiting too much longer.
I had to look up what a "Hawking whistle was used for as i was unsure.
For those like me who didn`t know :

 Hawking whistle,
Hawks were flown against two types of prey:
Ground game (Hares) and birds (ducks & Cranes)

Been through the process twice myself Ian,seems that treasure cases in Powys take longer than most other areas, can't understand  it if something meets the requirements of the act why does it take so-long to be officially declared treasure ?,I know the coroner for Powys has changed since 2006 but that length of time is ridiculous,Good luck with the valuation.

I agree Simon, perhaps something to do with finds having to go to British Museum via National Museum of Wales. Whereas across the border they go direct to BM. I am now having to try and explain to landowner (also my landlord) why its taking so long.
It does not exactly inspire confidence and in the end I can see some poor detectorists losing search permission because landowners may think they have been cheated out of rewards .

UPDATE  30-01-10
I have recieved a letter from valuation commitee today giving a provisional valuation of £100 for the whistle (with estimate auction value of £80-£120). The basic reasons for valuation are based on the facts, 1 the item is plain without decoration and ,2 small in size
I am now in the process of trying to get independant valuation
Any comments and suggestions would be appreciated
                                Thank you Ian

Just got settlement of my treasure item, reported May 2007, 2years and 8 months. I understand that one coroner to cover all Treasure is proposed as this is where the hold ups seem to be.

Just had independent firm offer of £200 from recognised dealer in artifacts. But I still need another valuation to satisfy valuation committee, so if anyone has any ideas of who also may be worth contacting, all advice greatly appreciated.

Finally I  have news of sorts , I got an independent valuation of £200 from Timeline. .That in theory puts it at market value of £260-£320 with dealers mark up of approx 30%.
This was duly sent to treasure committee, that dismissed it out of hand as unworthy (my words not theirs but that was the general tone of reply) Bonham's and Christies did not even bother to reply, so much for professional ethics . I have used both of these in the past on an other matter and had a totally different experience.
After going to valuation committee again still offer of £100, by this time land owner is getting anxious , so I except offer to smooth things over,
BM request bank details because they dont issue cheques, these were sent in early July and at present I am still waiting for £50 !!
Could be worse I may have been waiting for 6 figure sum of Staffordshire hoard etc
And they wonder why so many finds go unrecorded or sold on fleabay
