From the punch decoration I would say it could be 14th or 15th century. With a bit of luck you might turn up the missing part, or a picture in Searcher/Treasure Hunting will identify its use.
I had something a bit similar that turned out to be part of a fancy external hinge off a Tudor manor house door.
