Me and taff was detecting a rally in england and taff picked up one by the side of me of the surface Shocked at the end of the day working our way back to the car,it was a cracker lovely patina on it as well and there were at least 100 other detectorists there all day.I have never found one either theres hope yet. Think this half might actually be a Rumbler bell but is similar and found in Wales.

This picture shows my finds from a rally near St Albans a couple of years ago. I was lucky enough to get 5 crotal bells, although the big one on the left is broken. Never had one before or since.

I've a few but have only had one nice patina/unbroken in Wales. I know people in England who have whole sets including the named and the very huge ones.
Considering what they are supposed to have been used for you would think that the narrow tracks going round the Welsh mountains would be ideal locations to find them.

On the other hand people in England say "I've never found a cow horn protector". I'd still rather have a bell !
