Richard I or John short cross penny of Rhuddlan. The coins of this mint were struck from local dies and do not conform to the classes of the main short cross series.

Moneyer is Tomas and the reverse reads TOMAS ON RVLA.

I don't know if others can see it, but it appears to have an engraver's error - the obverse reads 'HNERI'....

Rhuddlan coins often have unusual spellings. A similar one here:
