found in my garden. any information please

It says in Welsh CYNGOR PLWYF LLAIS-Y-WERIN LLANSAMLET PARISH COUNCIL CORONATION OF KING GEORGE AND QUEEN MARY JUNE 22 1911
Now I live not too far away from Llansamlet and I dug it up in my garden, bearing in mind that t is a very old house, and the garden resembles more of a field. I immediately thought it was a half crown but upon further inspection I have discovered that it is something quite different.
Any ideas why it was issued and to whom.
I would appreciate your thoughts.
Although I am Welsh I can't speak it.
Anyone out there speak Welsh ??
Found the ring around the same time, again in the garden less it's stones.

Nice finds I wish I had stuff like that in my garden As the medallion says it was made for the local council and dependant on the metal were given away ie lead alloy ones were given to the local school children and sometimes to pensioners usually they are in not half as good condition when found though

There appears to be some writing on the inside and the ring appears to be gold but it's difficult to read it even with a magnifying glass I'll have another look and let you know

Wake up Dylan. It was Nigel who found them.

Nigel, further to Geoffs  input, I'd say it looks to be silver. Have you tested it ?  If so it was probably issued as a commemorative coin and maybe to someone on the Council.  It looks to have been worn, maybe on a watch chain.

As Dylan said, are there any Hall Marks on the ring. ?  Very nice finds from your garden. Now you see one good reason for starting there

Nigel, have you thought to look around the edge of the coin.? It may have been inscribed with a name.

No apology necessary. the ring appears very well constructed I can't make out any hallmarks on it or even writing come to that. I think it has clearly been in the ground a long time. once contained many stones, it's a very very small ring, almost child-like probably from Woolworth that was something like that, then again who can say after all this time. We've lived in this house from the 1950's the house was built I think around the turn of the century so could date back to then.     

I can't discern any writing around the edge of the coin Val. other than what I think is wear and tear unless that was writing one time.

Maybe someone wore the coin through the first world war,

No Hall Marks suggests a cheap dress ring.  S'pose all you can do with the coin is speculate. Nice find though and in great condition.

Has I was half way through the cheese pie she made for me, she decided to tell me she'd forgot to take the plastic off the cheese except she wasn't joking still she is nearly a hundred and I'm just a few years olderso shouldn't joke I suppose ..

Can you make out the ridge of the coin Vall there could have been writing there once I guess it's only on one side can't imagine worms doing that
