You might not want to hear this, but I think this is a Norman coin, most likely Stephen.

That wasn't a joke -  I was being serious, but may be totally wrong. I'll explain in a couple of minutes.

Have a look at this coin on UKDFD and then look at the area I have circled on your coin.

http://www.ukdfd.co.uk/ukdfddata/showrecords.php?product=36930&cat=29

I think this may be the top of the sceptre.

Now I may be making picture out of clouds, but...

Also, the wording on the other side is not that unlike some of the Stephen coins. Look at the reverse of this one:

http://www.ukdfd.co.uk/ukdfddata/showrecords.php?product=36599&cat=29

If yours is something similar, then it seems to be more poorly struck than usual, even though these are often very badly struck.

What does anyone else think?

Having seen what you've posted (Doc) - it's quite possible - it's on a mis-shapen flan so definitely not a well made issue - so either Stephen or perhaps a Tealby type

Arrrrgh - one reign out - I think you've got it - Henry II Tealby

What I thought was the sceptre is part of the crown - the sceptre's on the other side. Like this one:
