Hi there Betel, I think that its a Barry Railway Company Badge worn on the Tunics of the service men. I found one a while back only this is Rhymney Railway Company, see the pic attached.

Just using the camera on my misses G2 mobile phone. If you download windows live photo gallery also you can use this free program to crop and sharpen the photos. Its great and better still free to download.
