Good shout Silky, yep its the handle from a toy gun circa 1910. The link below shows the type though that one has a different handle, I've got a few somewhere that have the same as yours, I'll see if I can dig them out.

Most crotal bells are only from the late Georgian early Victorian period and I'm afraid yours looks quite a lot newer than those, the hanger looks to be made to allow a strap to pass though and would imagine it was only one of many on a horses harness. Undecided

Cheff help I'm a little confused, the metal thingy in the above photo ,which I found in June
you and Silky I D it as a toy gun handle. I don't know if you've got September 2013 issue
of Treasure Hunting yet. On page 9 Upper right corner , there,s a picture of an identical one
sent in by a gentleman from South Wales who found one close by an iron age enclosure,.
He sent the photo in for them to compare against a  "Late iron age " or middle "Bronze age"
object. I personaly can't see much of a resemblance, and I suppose this object could have
been dropped by an Iron Age settlement at any time. Any thoughts? or has anyone else any
 thoughts on this ?

I think they may be talking about this type of object:
