Photo's not that clear and you haven't given anything for scale but it looks like a Naval sword belt buckle, or at least half of one. Similar in style to this one but yours could be earlier.

You have one half of a Naval Georgian buckle ...The other half willl tell you the rest...Naval dockyard maybe ?

Ahhh yes, yee oldy Brecon naval shipyard, I remember it well. They had to close it in the end as the slip way was toooooo long Cheesy
