It definitely looks like a Henry III class II as you can see on the obverse 'EX T' which is part of 'hENRICUS REX TERCI' 

the reverse to me reads 'ON C' which would make it Canterbury mint (Carlisle didn't have any coins from class II) - the moneyer would be Gilbert, Nic(h)ole or Willem(e)
