Looks like a cufflink.. The basic principle of holding cloth together (taking out zips and velcro) with simply constructed metal hasn't changed that much over time.
Just an opinion.

I really can't see how it would work as a cufflink Mike. It obviously fits through an opening and then turns to lock it in place, but What? Some sort of horse harness connector I would say, but that's just me grasping at straws.

Was only thinking of the principle Geoff.
What with the size of that thing. I thought pushed through a slit on either side a shoulder shawl then rotated to hold together and let opposing forces do the rest.
