I don't know what it is either, but I've found something very similar except that mine also has a shaft at the bottom. The shaft is about 6" long and 4-sided and has a "hand made" and "hammered" sort of finish. It tapers towards the bottom and has a couple of good twists and a few bends in it, and looks a though the end has been broken off. The corrosion has been scratched off in a couple of places and it looks like brass underneath. My only guess is either medieval or Arts & Crafts and some sort of pin for something like a cloak. No doubt I'm wildly wrong.
