Portable Antiquities Scheme, who have a Finds Liaison Officer in most counties. Info can be found on their website below

http://finds.org.uk/

i seem to recall that yours is Cardiff based and is Mark Lodwick.

the scheme is a national database that wants as many finds as possible [over 300 years old] recorded for posterity.  It is a voluntary scheme, but the paperwork that accompanies the returned finds gives provenance to the object.

Just to answer your question correctly (I think).
The legal norm for an item which is declared to be treasure trove is that the proceeds from any sale or award is 50/50. Other items such as single coins not eligible for treasure trove regardless of value is the finders.
Should a find be considered to go before the coroner it will automatically be recorded with P.A.S, But one word of advice should you find yourself in the fortunate state of finding something that you believe will be deemed as treasure, obtain one or two expert valuations BEFORE handing it to your FLO as when it's out of your hands it will be too late.
