Interesting token. There doesn't seem to be much information about these on the web.

Rather than a workhouse token, I believe they were to be spent on things you can consume on the premises ("house" being pub, club or other public place with amusements). Unfortunately, without any other inscription will probably be impossible to pinpoint where exactly this is from.
