It's a medallion issued to commemorate Victoria's Golden Jubilee in 1887.

I can't find an image, but this describes one sold on eBay in 2011:

Brass medal commemorating Queen Victoria Jubilee 1887. It reads 'God Bless our Queen and Empress' on one side with a sunrise and the reverse reads ' Cape Coloni, West Indies, born 1819, crowned 1837, married 1840, jubilee 1887'. The medal shows a profile of the Queen with acorns, a wheatsheaf, clover leaf and an elephant around the edge. It has a registered design number 65159.
