 near Bedfordshire I am not sure what they are

Definitely nut-crackers. Found a complete pair, identical to yours last January. Should of made a note of where I searched for an ID, wish I had now, but they are brass / copper alloy, and according to my notes "very likely 17th century".
One of my favourite finds, love em.  Grin
