When recording objects of this type, UKDFD say this:

It is not certain whether such items were used for weighing, holding something in place, or other unidentified purposes. Neither is it presently possible to date them, unless they are recovered from a secure context.

Lead objects like this are found from medieval and post-medieval contexts.
