Title: Another Puzzling Piece

Another find from today, haven't got a clue what it is  ???

It's as heavy as lead but not as soft, could be pewter  ???

The writing on it says " BREVETE    -   PARIS ", and there are numerous patterns on the top, then when turned over, it looks as if something could slide in the grooves.

For size comparison in pic, i used a 1p piece

Any ideas, I'm stumped
