I am thinking its a Henry II Short Cross, but thats a guess. Any help please?

I can see ILG on the reverse, so I believe the moneyer is Ilger, who was a moneyer at the London mint during the reigns of John and Henry III. I think this is a cut halfpenny of Henry III, and the class is probably 7a, issued 1217-1222.
