I can see a mans head but it could be anyone. The hair style, what I can see of it, looks to Age the man to maybe 16 or 17 hundreds. Maybe someone else will have seen one similar and can help. Have a look at this picture, the border around your item is similar to that of the picture I have attached. I think if you research down this road you should come up with something similar.
