Title: Old decorated odd piece

Come on all you clever people out there, found this yesterday and I thought piece of end of pair of scissors. On showing to others they say not. Any ideas would be appreciated. It looks very old, an odd pattern round it and the ring at the end is to small for a finger

Only other thing I could think of is part of a monocle. Some had a handle and held up to the eye, mainly female, I think an late Geargian/Victorian.

 Good idea but I can only just get  the end of my little finger in it  so not so sure thanks
