Title: Is it a buckle?

Found this recently when out with "Troutmasterfunk"
It looks like a buckle but does not have the "feel" of one,its much more smooth than the norm,it appears also looks a bit more ornate.
All suggestions greatly appreciated.

It looks like it could have had a jewel / stone in it, as in brooch or mount, but it doesn't seem to have any type of fixing on
the back  ???

Maybe a miniature painting mount.  Possibly for a Dolls House ?  see link

I've seen something similar before, could be the base part of a small Georgian Candle Stand ???

Or maybe an ink well sat inside it  :-\
