Title: Some kind of key!

Hello All

Mrs Herbie found this interesting artefact a few days ago and we aren't really any nearer getting a positive ID on it, even UKDFD are unsure. Obviously some kind of key, maybe for tuning an instrument or adjusting something, PAS have a couple of similar examples and have ID'd them as 17th century clock winders, however I have spoken to several horologists all of whom say no it isn't, it's not the right shape, so was wondering if anyone had seen anything like it? :)
68mm x 30mm.
Weight 17.5g.
Appears to be copper alloy with a black finish.
