It certainly looks a if its depicting the Phoenix rising from the ashes/fire cant make out the motto at the bottom though, can you make out the motto?

I can't make it out clearly but I would say it's a military badge off a parade uniform.

Maybe Royal Marine at a wild guess. Can you make any writing out on the bottom? Their badge has the laurel leaves with motto underneath.
