It's hard to tell from your pictures (if there was anything on the reverse it would certainly help) - but it has a bit of a look of a late 3rd / early 4th century follis such as Maximianus or Galerius or Diocletian., but equally part of me thinks Hadrian. The reverse would almost certainly be GEN POP ROMANI - although it's a little difficult to work out exactly who it is (they all look the same, it was a deliberate choice). I think I can see GAL VAL - so Galerius as Caesar and it looks a bit like Trier mint style - there's some drapery on the bust too, so it should be possible to narrow it down further.
