It's an Ae4 of the house of Constantine - probably Constans or one of his brothers.

What's happened is that the coin was struck once, it flipped in the dies and then was struck again, so you have the head on both sides.

It's hard to see much of the true reverse, so I won't hazard a guess

It's just possible it is this reverse type:-

VICTORIAE DD AVGG Q NN, two victories facing each other - you can just make them out on the first image.
