It's a local copy (of the time) of an As of Claudius - with Minerva brandishing a spear (and holding a shield) on the reverse.

There's so many contemporary copies, there's some thought that they were officially sanctioned. They range from examples that are almost indistinguisable from the genuine Roman mint examples, to ones like yours. It dates to mid 1st century AD
