Looks a bit like a suspension fitting for a locket or a small watch.

Mind you I havent been right about any of these strange things.

I found one almost identical recently, I think they are fob holders to fit on a watch chain in which the fob revolves.
 I am old enough to remember my grandfather wearing one on his watch chain.

Talking of remembering things. I remember my Nan had a pendant with a thingy like that and a Mother of Pearl round locket like thing in the middle that spun round and had a different pattern on each side.
