My first thoughts are this could be a Scottish Border coin of Stephen/David I, or maybe just a standard Stephen of the cross moline (Watford) type. The moneyer is definitely Willem (spelling is WILEALME on the coin), but the mint name is illegible. The full reading could be WILEALME ON CARD (Carlisle mint).
