the right hand side screws off and theres movement in the centre.but dont want to force it just incase i damage it

I think it's more likely to be a vintage propelling pencil. Have a look at this one.

The more i look at it fella the more im thinking it could be a vintage wahl pen. If you email and send a picture too this guy I'm sure he will id it..  Robert@FiveStarPens.com  if not he may point you too who can
