this looks like a makers plate, as you found it by a river it could be off a ships telegraph or compass housing. i have one simular of a shipwreck.

Have a couple of similar cast iron plates myself (tho' dating from 1970's rather than 1930's) which were from railway wagons giving dates when they had received a general repair or overhaul. I'm not an expert but railways are one of my other interests besides detecting and I strongly suspect that this plaque is the same type of item.

One puzzle is the date. The plate states L&Y ('Lancashire and Yorkshire Railway') and the date 1931. The L&YR was merged with other companies to form part of the London Midland & Scottish Railway (LMS) in 1923. So I think the L&Y probably refers to it being an ex-LYR wagon which passed into LMS ownership but was either due for a heavy overhaul in 1931 or received one that year.

Railway wagon repair date plates don't seem to be hugely valuable - the British Railways era ones I've seen are typically priced £5-£10. However, for an earlier one like this I'd of thought its collectors value would be £20+.
