Where am I?

Here's one from box the which I pick out now and then to have a puzzle over. Must admit have not got a clue. Any ideas please. It is 1" in diameter and has a wheel in a bit of framework on the back.

Sorry to state the bleeding obvious it's a pulley wheel but does it rotate within the frame and are there any mounting points on the back? Clock weight pulley is the first thing that springs to mind Undecided

Cheers Geoff, yes the wheel turns within the frame and there looks like there could be mounting points on the back.
