almost certainly Georgian in date [1720 -1790]. i can't see an exact match in whiteheads book on Buckles, as the ones in the book, don;t depict the loop that yours has on the right hand side.

nice find, i await for others more learned to chip in their 10penneth!

cheers

I have one exactly the same this is what ukdfd said of it........

Description:   A two-piece rectangular buckle of pressed metal with double-spiked tongue. The frame is stamped with 'PARIS' and 'BIRMINGHAM MAKE'. The tongue-bar is also stamped, but the letters are illegible. This type of buckle was used as an adjuster on the rear straps of men’s waistcoats, but may also have had other dress applications. They date late 19th to 20th century.
