Hey Dale, After typing in roman dragon belt on, finds.org, it came up with strap fitting, post medieval with a couple of comparisons

Hi Paul, I just took a look at the ones on finds.org I think we are on the right tracks, bet you never know....its in great condition looking at the other ones, just a shame its been damaged, but a great find nevertheless
