Might be totally wrong but I think they were all minted in London. A Sun, placed in between the shields at the top. This was replaced with an Anchor when the striking went mechanical just before Cromwell died.

Interestingly (for me I suppose!) one of the three hammereds I found in 2018 was also a commonwealth penny - my first in 12 years or so of detecting - they're lovely coins :) It was also the first hammered I'd found in that field in 10 years of detecting there too. |
