Just know by the marks that it's electro-plated nickel silver , it's not solid silver but just coated , but that aside it's still a lovely tray

Bit more info on the clover and stars inside it , The hallmark is that of The Barker Brothers (Birmingham England). They produced items around 1892

EPNS is the mark for Electro plated nickel silver (silver plate). Good site for marks is www.silvercollection.it/electroplatesilver.html which has illustrations of the maker marks - looks like Barker Bros of Birmingham. Site also illustrates other country marks etc
