No not quite Ian but a good guess. What does he know you might say - see pic.

 Well, it was my job as a kid to go to my grannies each month and polish each holder on the stair, 30 in all. And we never got paid for it either.

Getting back to the posted artefact I would think it is a lid lifter of some kind but I might be wrong but it sure is a nice find.

I've got a couple of the items in question...I was told they thay are candle stick holders.
The small bit that protrudes below the loop was to rest against a finger so that the dish of
the candlestick would not slip downwards.
