It's not a seal matrix.

Looks like a mount of some sort. And maybe a cow?

Messing around with a copy of 2nd pici I turned it anti clockwise by 1 quarter. Then got side tracked and left it on the screen. Walking back to it, I looked from a distance and.......I could see a Bull. Try it. Also there is a clothing fastener similar but with a flower on it on the Colchester site, link below. See right side of line 31. The hook is complete on that one but it could be about right.

Watching the history of Wales, last night, Eddy and saw something very interesting.
Someone sealing a document with a little hand held seal. Strait away thought it looked like yours but the bit that you held, of course, was still in one piece.
Status Quo, full circle and all that jazz. Don't know who'd want a bulls head on a seal though. Think you should get it checked out.
